Leadership
Experienced Leadership. Modern Vision for Refining.
Meet the leadership team guiding Pecos UltraClean Refining as it develops one of the next generation of refining facilities in the Permian Basin.
Meet the Team
Executive Leadership
Pecos UltraClean Refining is led by the MMEX executive team. Rather than operating as a separate organization, the project draws directly on the leadership, engineering capability, and development experience of the parent company, supported by specialist partners in engineering, construction, and commercial operations.
Track Record
Proof in the Numbers
Backed by more than 35+ years of global experience, the leadership team has a proven track record of executing extreme logistical challenges, highlighted by delivering a complex 150 MW power plant in the Peruvian jungle* on time and on budget within 24 months.

How We Work
Behind Our Strategy
Large infrastructure projects succeed or fail on decisions made long before construction begins. Our approach reflects that.
We build for the long term, not the announcement. We prefer proven technology over novel technology, because a refinery is a thirty-year asset and reliability compounds. We engineer thoroughly before committing capital. We are direct with investors, regulators, and the communities that host our projects, including when the news is inconvenient.
And we operate on the understanding that a project of this scale is a permanent addition to the place it is built. That carries obligations beyond the fence line.
Long-Term Value Creation
Decisions measured across decades of operation, not quarters.
Responsible Infrastructure Development
Building to current standards by design rather than by requirement.
Engineering Excellence
Thorough engineering completed before capital is committed.
Safety
The condition of operation, not a competing priority.
Innovation
Applied where it improves outcomes, not pursued for its own sake.
Operational Excellence
Safe, consistent, reliable performance over the life of the asset.
Transparency
Direct communication with investors, regulators, and communities.
Strategic Partnerships
Working with specialists rather than attempting every discipline internally.
Environmental Responsibility
Current control technology deployed throughout, by design.
Community Engagement
A permanent presence carries permanent obligations.
Partners
Engineering and Development Partners
The Pecos project draws on specialist partners with deep refining and construction expertise. The technology platform was developed by process engineers with more than thirty years each in refinery design and experience across more than fifty refineries worldwide. The team includes decades of combined experience in refinery operations, project management, engineering and construction execution, and Texas power markets.
Rather than attempting every discipline internally, the project pairs MMEX development and finance leadership with firms whose primary business is designing, fabricating, and building refining infrastructure.
