Our focus is narrow by design. We are not a diversified energy company. We are building one modern refinery, engineered specifically for the crude produced around it, to serve a regional fuel market that has long depended on supply trucked and piped in from hundreds of miles away.

The Difference
What Makes Pecos Refining Different
Most U.S. refineries were built decades ago to process heavy imported crude on the Gulf Coast, then adapted over time to whatever the market demanded next. Pecos starts from a different premise, engineered from inception for one feedstock, one primary product, inside the basin that produces the crude and consumes the fuel.
The refinery combines modular refinery design, a simplified process configuration, and integrated carbon capture into a single refining platform. That combination has not been deployed together in an inland refining context.
Built for the Crude It Sits On
Legacy refineries were built for heavy imported crude. Pecos was engineered from inception for 44-50+ degree API Permian light sweet crude, delivered from the surrounding basin. Matching the plant to the feedstock produces higher yields, lower complexity, and reduced emissions.
One Product, Done Well
The refinery is configured to make ultra-low sulfur diesel, the fuel the Permian actually runs on, with LPG as a byproduct. That focus reduces capital intensity, simplifies operations, and cuts energy consumption per barrel.
Built in a Shop, Assembled on Site
Two identical 30,000 BPD trains rather than one monolithic plant. Most construction happens as truckable modules in a controlled fabrication facility, compressing schedule and reducing the weather and labor exposure of conventional field construction.
Carbon Capture Designed In
Nearly all refinery CO2 comes from furnace stacks, and Pecos was laid out from the first drawing to capture it. About 905 tons per day, and delivered by pipeline for enhanced oil recovery in the Permian.
Today’s Standards, Not Yesterday’s
Most equipment in existing U.S. refineries is sixty or more years old with grandfathered emissions performance. Pecos deploys current controls throughout: approximately 95% lower SO2, 80% lower CO2, and 50% lower NOx and VOC relative to conventional refining benchmarks.
Proven Technology, Assembled Differently
Every technology here is commercially established and proven in service. What is different is the assembly, brought together in one application, sized for a location where feedstock is abundant and product demand is long-term.
Efficient by Design
High-API crude and a simplified configuration mean less energy per barrel. On-site natural gas generation supplies the facility directly, delivering reliability and cost control without waiting in a grid interconnection queue.
A Complete System
Refinery, pipelines, power, water, and distribution were designed together rather than assembled around an existing facility. Nothing here is inherited or worked around.
Pecos is not simply another refinery. It represents a modern approach to refining.

The Permian Basin produces roughly 40% of U.S. crude and brings in its diesel via an expensive 1,000-mile round trip. Our in-basin refinery eliminates this fragile logistical loop, bypasses constrained pipelines, and secures a local fuel supply.
